West Chester, PA – Joel Frank and David MacMain, Partners at Lamb McErlane PC, recently conducted a seminar entitled “Civil Rights Litigation” before more than fifty law enforcement officials at the Borough of Downingtown Police Department in Chester County, PA. Sponsored by the Chester County Chiefs of Police Association, the seminar provided police administrators and officers with the best practices to enable police departments to avoid lawsuits and civil liability.
Joel Frank is the Solicitor of the Chester County Chiefs of Police Association and the Managing Partner and Executive Committee Chairman at Lamb McErlane. He concentrates his practice in commercial and civil litigation in state and federal courts. He has been named a Pennsylvania Super Lawyer for general litigation every year starting in 2005, which is an annual recognition obtained by only 5% of Pennsylvania’s attorneys. David MacMain, who served as a Pennsylvania State Trooper before attending law school, is the Chair of Lamb McErlane’s Government Liability and Civil Rights Defense Practice Group and is responsible for the defense and management of civil rights and municipal tort cases for public entities and officials throughout Pennsylvania. He also serves as counsel to law enforcement agencies on police-related issues including the review and preparation of policies such as high-speed pursuit and use of force. He has been named a Super Lawyer in the field of civil rights in each of the last seven years.
