West Chester, PA – Lamb McErlane PC is proud to announce that Joel L. Frank, managing partner and executive committee chairman at the firm, has been appointed by the Chester County Commissioners to serve a one year term as a board member of the Delaware Valley Regional Finance Authority. He previously served two additional terms on the DVRFA board.

The Delaware Valley Regional Finance Authority (“DelVal”) was formed in 1985 by Bucks, Chester, Delaware, and Montgomery Counties (the “Counties”). The purpose of DelVal is to provide funds for capital projects to local governments in Pennsylvania. DelVal has issued approximately $1.2 billion of bonds to fund loan programs. Since its creation in 1985, it has provided approximately 410 loans with an aggregate principal amount of $2.65 billion to more than 170 different local governments. Each loan is secured by the pledge of the full faith, credit and taxing power of a local government unit.

Frank concentrates his practice in commercial and civil litigation in state and federal courts. He has been named a Pennsylvania Super Lawyer for general litigation every year starting in 2005, which is an annual recognition obtained by only 5% of Pennsylvania’s attorneys. Joel also provides counseling to a number of corporate clients and often serves as an arbitrator and mediator.
