Lamb McErlane PC partner Vince Pompo was a co-presenter at the Pennsylvania Municipal Authorities Association’s (PMAA) annual conference on September 9th, 2019.
In this case study presentation, Vince and a panel will be discussing the steps taken by two authorities to transfer ownership of a smaller financially struggling authority to a larger regional authority and how this competing private utility interests impact the structure of the transaction.
For over 75 years, the PMAA has been the primary voice of community-based services representing the interests of more than 2,600 municipal authorities across the Commonwealth of Pennsylvania. PMAA is the largest association in Pennsylvania specifically representing the interests of municipal authorities.

Vince is a frequent speaker on municipal and environmental issues and as a presenter on open space, conservation easements, land use and environmental matters for organizations including the Pennsylvania State Association of Township Supervisors, the Pennsylvania Land Trust Association and the Pennsylvania Bar Association. He practices before the Pennsylvania Environmental Hearing Board and all levels of state and federal courts and before local zoning boards and commissions.
Vince is also Chairman of the East Bradford Township, Chester County Board of Supervisors. He is also the township solicitor for a number of Chester County municipalities including New Garden, Sadsbury, West Whiteland and Willistown Townships, as well as several municipal authorities including Caln Township Municipal Authority, Chester County Solid Waste Authority, New Garden Sewer Authority, Oxford Area Sewer Authority, Oxford Area Recreation Authority, Pottstown Borough Authority and Valley Forge Sewer Authority. Most recently Vince was elected as President of Lundale Farms, Inc., a nonprofit community of organic farmers.
